What we did in November – activities of the Twinning Project “Further support to the implementation of the National Qualifications Framework” funded by the EU MK IPA 17 SO 01 21 in November, 2022


During November, two missions of two different activities were carried out. In the period from the 14th to the 18th of November, the first mission of Activity 2.2.2. “Development of Qualification Standards in Higher Education, based on learning outcomes, in accordance with the Manual for Development of new Qualifications for NQF” was held. A study into the state of demand and scope of Qualification Standards in Higher Education was made. Additionally, BC working groups` establishment for the development of standards based on the learning outcomes approach was initiated. The experts held meetings with employers, employers’ organizations, chambers, associations, and HE representatives. A wrap-up meeting with the Vice-minister of the MoES and the head of the higher education department was held on the last day of the mission to collect feedback on the recommendations developed. Policymakers shared future action plans regarding legislation for the classification of studies and a register of qualifications/occupational standards and expressed their support in the implementation of the recommendations developed during the activity.

      

At the end of November in the period from the 27th of November to the 4th of December, the first mission of the Activity 3.1.1 dedicated to the development and implementation of a Communication Strategy and awareness-raising plan of NQF was implemented.  During this mission, an analysis of the understanding and visibility of the NQF and NQF Digital register and a review and assessment of the communication practices related to NQF and NQF Digital register was held. The experts, during the meetings with the Press Unit of the MoES, NQF Board, representatives from the Adult education center, Service Employment Agency Chambers, and secondary VET schools discussed the role of the NQF, the purpose of communication, communication channels, and key messages. The first draft of the communication strategy was created and will be presented to the relevant stakeholders during the next mission.
