Preparing the Referencing Report for referencing the NQF to the EQF


Between 18th and May 22nd, 2015, the selected group for the preparation for of the Referencing report of the NQF to EQF was visited and actively worked with international expert and member of the Advisory Group for the EQF at the European Commission, prof. Mile Dzhelalija. The focus of the operation was the fulfillment of the ten criteria for the NQF for lifelong learning in the Referencing Report of the NQF to the EQF and the six criteria and ten procedures of the referencing process of the NQF for higher education qualifications.

During the process, special attention was given to the harmonization of criteria which describe the involvement of all stakeholders in the NQF process and the tasks of the working groups that work on the preparation of the NQF (Criterion 1); levels of qualifications and their descriptions and comparability with the EQF (Criterion 2); defining the results of learning, the credit system and the validation of informal and informal learning (Criterion 3); the procedures and documents which account for all procedures (Criterion 4), and most difficult, Criterion 5, or ensuring the quality throughout the whole process, starting from the input elements, the process of teaching (curricula outlined based on the results of the study, methods and form, who is teaching, how is it delivered, premises, equipment), the learning process, and output elements – achieving learning outcomes.

In describing the criteria, the process always started with legislation, describing the current state and what the future plans for the realization of the set goals are.
