As part of the process of referencing the MQF to EQF, a workshop was held on 17 and 18 December 2015. The workshop, organized by the Ministry of Education and Science and the European Training Foundation (ETF), was titled: Analysis of qualifications and development of inputs to the methodology for determining the levels of qualifications.
The first part of the workshop was attended by employers, teachers from secondary vocational schools, representatives from higher education, representatives of the Centre for Vocational Education and Training, the Employment Service Agency and the Ministry of Education and Science. The workshop was a continuation of the activities to determine the MQF levels of 3 qualifications for 4 year vocational education and training, using key learning outcomes and developing a common approach of the methodology for determining the levels.
During the workshop the elements of the methodology for determining the level of qualifications were presented as well as: the stages in the process, minimum requirements for determining the levels, competences of experts that determine the levels, the number of experts, organizing the process and presenting the results.
The second part of the workshop was attended by a broader group of participants: representatives from employers, employers’ organizations, representatives from secondary vocational schools, representatives from higher education, representatives from the Centre for the Vocational Education and Training, the Ministry of Education and the Employment Service Agency. The participants were introduced to policies that are based on qualifications in the country, the concept of a qualifications framework, the process of referencing and self-referencing and determining the levels based on the concept of learning outcomes and key learning outcomes.
The workshop was led by ETF experts Ms. Eduarda- Castelo Branco and Mr. Wojciech Stechly.
The Deputy Director of the Centre for Vocational Education and Training, Mr. Robert Gorgiev, Ms. Nada Stoimenova from MoES, Ms. Branko Aleksovski, Ms. Ardijana Paloshi, Ms. Lepa Trpceski, Ms. Elizabeta Radanovikj- Jovanovski and Ms. Cedomir Dimovski from the Centre for Vocational Education and Training through their opening speeches, their presentions, management and moderation the workshop contributed to the successful implementation of the planned objectives of the workshop.
